In 2024, the project scope was finalized. Kimley-Horn was awarded the Engineering Design Services Contract and initial design began.

2025 Summary
2025 consisted of hosting the Technical Advisory Committee meetings, developing the Design Ranking Criteria, and completing the three Design Concepts, Traffic Impact Analysis and Public Comment Period. Following the completion of these items, City Council directed the project team to move forward with Design Option 2C.

2026 has consisted of our project team working on designing Design Option 2C.

At the August 25 Council meeting the public asked questions about the responsibilities of the design team versus the construction manager at risk (CMAR) providing pre-construction services. The following table lists the public’s questions and the difference in services provided by the design team and CMAR. Additional information was provided at the September 8 Council meeting.
September 8, 2026
The City of Prescott has awarded a Construction Manager at Risk (CMAR) Guaranteed Maximum Price (GMP) contract to Fann Contracting, Inc. for pre-construction services. Fann Contracting, a Prescott-based contractor, was selected through a competitive qualification-based process earlier this summer.
CMAR is a project delivery method that brings a construction firm onto the project during design to assist the engineering firm and city bridge the gap between design and construction, providing market-driven estimating and value engineering opportunities. The CMAR will act as a key consultant during the design phase to assist in optimizing budgets, schedules, and constructability.
The project is approaching 60% design completion. Stay tuned for more information.
