This project is an important part of the city’s centralization effort by replacing a failing effluent pipeline and adding a second wastewater pipeline in the State Route 89 corridor.

Once complete, the project will increase pipeline capacity and centralize wastewater treatment and effluent distribution from the Airport Water Reclamation Facility (AWRF). The project will also include roadway improvements to improve safety, operations, and the roadway structural section to extend the life of the pavement.

Key Details

A new effluent force main will be installed from Kieckhefer Ranch to Willow Lake Road to deliver effluent from the Airport Water Reclamation Facility to a new effluent storage tank (not part of this project scope of work) near the intersection of State Route 89 and Willow Lake Road on City owned land. The new effluent line will be installed in a new trench near the center of the southbound lane of State Route 89. A temporary effluent bypass may be necessary.

A new gravity sewer line will be installed from Lillian Lane to Kieckhefer Ranch. The new pipeline will increase the capacity of wastewater sent to the Airport Water Reclamation Facility. It will be installed parallel to the existing gravity sewer line, in the same location as the existing effluent pipeline trench, which will be removed as part of this project.

State Route 89 roadway work will include above grade rock removal to improve sight visibility lines, consolidation of access to and from adjacent properties by adding driveway ramps and/or curb and gutter to define ingress/egress, traffic intersection improvements including grade adjustments, turn restrictions, limited turn lanes, a realignment of the southbound approach lanes to the Willow Lake Road roundabout, a north-to-south turnaround just south of Twisted Trail, an extension of the southbound merge lane south of the Phippen roundabout, and a frontage road along the northbound lanes just north of the Willow Lake Road roundabout.

Kimley-Horn, the project consultant, have initiated design, which is anticipated to be completed in early 2027. One public meeting will be held at the 60% design phase, and will be advertised and posted here when scheduled.
